HOW TO APPLY FOR EMS FUNDING

DESCRIPTION - APPLICANTS - METHODOLOGY TO IN THE SELECTION OF PROPOSALS 
GENERAL PROCESS FOR THE SELECTION OF PROPOSALS

The proposal selection process will have two stages:

STAGE 1

1. The initial proposals, that will be made using the initial application form, must be accompained by a letter of introducion of the Municipality and Institution (if applicable), will be received by the EMS and will be evaluated.

2. All applicants will receive the evaluation of their proposals (a notification).

Note: Selected proposals will receive comments from the evaluators that will help to the formulation of the Main Proposal and Work Plan. 

 

STAGE 2
3. After the notification, the selected applicants should formulate the Main Proposal.

Nota: If requested, the main proposal/working plan will be carried out with the support of the EMS and may include support in the search of the appropriate research orgnizations.

4. Main proposals are received and evaluated by the EMS.

5. After the final approvement (if the case), the EMS - Municipality agreement is signed. 

FORMULATION OF MAIN PROPOSAL 
(This will be made only by those applicants with selected proposals)

The proposal package may be submitted in Spanish, Portuguese or English and must include the following:

Letter of introduction from applying municipality and institution

The technical proposal (final project)

Draft agreement(s) with participating institutions

Financial proposal

 

  Letter of introduction

This should be a one-page letter. It must explain the commitment on the part of the institution to ensure the effective use of funds by expressing priorities and commitment to implement actions described in the technical and financial proposals.

Technical Proposal
The proposal must not exceed 3.000 words, including the one-page initial abstract, and must include the following:
  1. Statement of the problem
  2. Discussion of main hypotheses and questions to be answered
  3. Methodology. It must include the capacity of the organization(s) that will implement the proposed methodology.
  4. Summary of relevant experience; any activity or research previously conducted to alleviate or solve the problem, as well as relevant relations and contacts with other organizations and study of literature on the subject.
  5. Activities to be carried out in order to apply the results of research, if positive. (All results and experiences will be published on the web site, either on that of the EMS or on the institution’s web site with a link to EMS).
  6. Working schedule
Draft Agreement
The application must include a declaration of purpose and participation of each institution with an important role in the project.

The draft agreements with participating institutions must be included, as well as relevant staff qualifications (a maximum summary of one page each), and financial obligations where relevant.

Financial Proposal

A detailed proposal must be presented, including the following categories: 

  • salaries

  • travelling 

  • expenses

  • per diem

  • material

  • support services

  • publications

  • etc.

All resources available to the project must be detailed.

In cases where other sources of finance are needed for the project, copies of such requests must be attached.
