initial proposal will be evaluated by the EMS. A short list will be
submitted to external assistance in order to analyse the technical
feasibility before making a final decision.
In order
to guarantee the efficiency and objectivity of the evaluation, a score
system will be developed, with scores allotted according to importance.
This
score system will be based taking in consideration technical soundness
regarding approach and methodology.
In
addition, the applicant will be contacted in person through e-mail.
Likewise, the referee of the application form will also be contacted
The
networks of EMS, IDRC and institutions associated to the Secretariat
will provide support to the municipalities by relating them to
organizations that have research capacity wherever required.
Details
on process and results of studies will be available to municipalities
via Internet, enhancing the interaction process between municipalities
and regional and international experts.
