HOW TO APPLY FOR EMS FUNDING

DESCRIPTION - APPLICANTS - METHODOLOGY TO IN THE SELECTION OF PROPOSALS 
GENERAL PROCESS FOR THE SELECTION OF PROPOSALS

Description

The EMS publicly invites for the presentation of proposals. 

In a competitive way, donations of up to CAD 20.000 (twenty thousand canadian dollars) each, to local/municipal governments, through open bids.
Bids are publicly announced by the EMS, through its webpage, its bulletin (INFO-EMS) and its networks. 

The objective of the calls is to help municipalities strengthen their sustainable development processes in areas where studies or research activities allow for a greater positive impact on the environmental management and its effects on human populations.

The general objective of the EMS is to act as an information "broker" providing assistance in the development of a market that encourages the integration of research capacity and users. This process will be conducted by stimulating the dissemination of experiences and useful information in the case of shared problems, taking advantage of economies of scale, and enhancing the relevance of the existing research capacity in processes that require environmental management by municipalities.

 

Applicants
Only municipalities or governments may obtain financial help to access experiences relevant to them and work jointly with research centres, conforming an inter-institutional team to conduct the necessary studies.

 

EMS Methodology in the Selection of Proposals
The initial proposal will be evaluated by the EMS. A short list will be submitted to external assistance in order to analyse the technical feasibility before making a final decision.

In order to guarantee the efficiency and objectivity of the evaluation, a score system will be developed, with scores allotted according to importance.

This score system will be based taking in consideration technical soundness regarding approach and methodology.

In addition, the applicant will be contacted in person through e-mail. Likewise, the referee of the application form will also be contacted

The networks of EMS, IDRC and institutions associated to the Secretariat will provide support to the municipalities by relating them to organizations that have research capacity wherever required.

Details on process and results of studies will be available to municipalities via Internet, enhancing the interaction process between municipalities and regional and international experts.
