Innovative experience in LAC:

Provision of potable water in Argentina has been privatized in many regions and urban districts. The Municipality of San Fernando is a peri-urban industrial area of Buenos Aires, which includes islands of the Parana River Delta.

Although the services supplied by private companies are more effective they do not reach the poor urban neighbourhoods of San Fernando. 
Consequently, small suppliers of Potable Water and Sanitation services in association with NGOs and municipalities started to provide water and sanitation with a lower investment cost to those excluded social sectors. But this practice was made without including a sewer sanitation system. This caused the pollution of the Puelche acuifer that provides water for this urban region.  

On the basis of this partnership, between civil society and private companies, a new modality has been proposed. The Municipality provides material for the construction of potable water sewer systems, the private company conducts the design of this system and finally the citizens of San Fernando build the system under the supervision of the private company.  This very successful experience has shown that to establish this concession contract is recommended to apply the following principles: equity to serve the most vulnerable populations, efficiency in the provision of services taking into account sanity risks and vulnerability, solidarity: those families that cannot afford for services are covered with a solidarity fund and transparency: resources obtained of the tariff increase are poured to a trust fund to cover emergencies and other investments.
